Brennen McConnell
Managing Partner
Brennen has over 15 years of experience in real estate development and finance and manages all aspects of EB-5 project sourcing and fundraising. He personally conducts rigorous due diligence, repeatedly analyzing and selecting only developers with proven integrity and strong balance sheets. His philosophy is to think from the investor’s perspective — focusing on security, compliance, and each investor’s long-term family goals. As a real estate investor himself, Brennen has developed smaller residential projects and operates a portfolio of rental properties. Fluent in English, Spanish, and Mandarin, he bridges global investors with high-quality U.S. development opportunities. Brennen graduated from Denison University with a B.A. in Economics and studied intensive Mandarin Chinese at the Beijing Foreign Language Studies University.
Paul Cebul
Managing Director - Latin America
Paul David Cebul is an entrepreneur and investment strategist with nearly two decades of experience building international trade and investment platforms in emerging markets. As Managing Director of EB5 Visa Investors for Latin America, he applies his background in cross-border finance and sustainable enterprise to guide Latin American families toward transparent, well-vetted U.S. EB-5 investment opportunities. Before joining the EB-5 sector, Paul co-founded and led Oceans Imports LLC, a traceable trade company connecting coffee, cacao, and tea cooperatives across Latin America with U.S. buyers, and helped build COOPERU, a leading farmer-owned specialty coffee organization in Peru. He has also advised early-stage companies in agriculture, hospitality, and consumer goods with a focus on ethical sourcing and impact investment. Educated in the U.S., Japan, and South Africa, Paul holds degrees in Economics and Philosophy from Furman University, with additional studies in Asian Economics and Japanese at Kansai Gaidai University. He speaks English, Spanish, Hindi, and Japanese, enabling him to work effectively across diverse investor communities.

He Ming is a veteran immigration and investment consultant with over 20 years of experience connecting Chinese investors and families with opportunities in the United States. As president of Shenzhen Ruicheng Immigration Consulting and American Sino Business & Travel, he has guided hundreds of families through successful immigration and education journeys abroad. With more than a decade in the EB-5 industry, He Ming has led numerous investor delegations to the U.S. for project visits, due diligence, and meetings with developers and immigration attorneys. His strong relationships across regional centers and U.S. partners make him a trusted bridge between China and North America’s EB-5 community. Fluent in both Chinese and English, He Ming is widely recognized for his professionalism, integrity, and dedication to ensuring every client’s overseas journey is peaceful, confident, and successful.
